Kim Bushnell has dedicated her nonprofit leadership career to strengthening mission-driven organizations that expand opportunity, stability, and independence for individuals and families in the Kitsap County community. Through a focus on operational excellence, program integrity, and collaborative leadership, she helps ensure that services addressing employment, housing, and community support are delivered effectively and sustainably.
Ms. Bushnell serves as Executive Vice President and Chief Operating Officer of Peninsula Services and Executive Director of Peninsula Alliance, an affiliated nonprofit organization. Effective December 1, she assumed these expanded leadership responsibilities as part of the formal affiliation between Peninsula Services and Peninsula Alliance. In this dual role, she helps align organizational strategy, operations, and programs across both entities to advance shared goals related to workforce inclusion, housing stability, and community well-being.
At Peninsula Services, Ms. Bushnell provides executive leadership over the organization’s operational and programmatic functions that support individuals with disabilities and other barriers to employment. She oversees the organization’s participation in the AbilityOne Program, including the AbilityOne project at Naval Base Kitsap, which creates stable, long-term employment opportunities through federal contracting. In addition, she leads the Programs Department, encompassing Vocational Rehabilitation and Community Programs, which focus on skill development, employment readiness, and community integration. Together, these initiatives reflect Peninsula Services’ commitment to empowering individuals through meaningful work and supportive services.
In her role as Executive Director of Peninsula Alliance, Ms. Bushnell oversees mission-driven housing and community initiatives designed to address critical gaps in affordable housing and supportive services. A key focus of this work is the ownership and operation of the Bill Mahan Apartments, a permanent affordable housing community located in Bremerton, Washington. The project is intended to provide safe, stable, and accessible housing for individuals facing barriers to stable living, including people with disabilities and those transitioning from homelessness or institutional settings. Through this work, Ms. Bushnell supports the belief that housing stability is a foundational element of individual independence and long-term success.
Before entering the nonprofit sector, Ms. Bushnell held leadership positions in the banking and real estate industries, experience that continues to inform her approach to nonprofit management. Her background in these sectors contributes to a strong emphasis on financial stewardship, operational discipline, and strategic planning in support of mission outcomes.
